and Cooperation in Europe (OSCE) accredited in Nagorno Karabakh
are informed about the incident."
The Chief of the Presidential Information Department Alexander
Grigorian issued a statement on January 20, saying that the
health of the Azerbaijani prisoner of war Elmaddin Abiyev
remained serious and he was not transportable. Grigorian
also said that Abiyev is satisfied with the medical care that
he receives from the staff of the military hospital, which
was confirmed by both ICRC and the OSCE representatives.
He said that the NKR authorities are ready to host Abiyev's
parents to meet their son guaranteeing their security on the
territory of Nagorno Karabakh.
On January 31 President Arkady Ghoukasian resolved to release
Abiyev to the Azerbaijani side following ICRC's official request
made the day before. He was subsequently handed back
over to the Azerbaijani side on February 6.

SNIPER FIRE KILLS NKR DEFENSE ARMY SOLDIER
Stepanakert,
January 29. Deputy
Defense Minister Vitaly Balasanian at a press briefing informed
that a cease-fire violation was registered on January 28,
three hours after the OSCE monitoring team left the Agdam
portion of the Line of Contact. As a result of sniper
fire
from Azerbaijani side, a soldier of NKR Defense Army was killed.
He said that the Defense Minister regards the incident as
a gross violation of the cease-dire regime on the part of
Azerbaijan.
