Controlled Territories

The territories currently under control of the NKR authorities represent the direct consequences of military aggression of Azerbaijan against the Nagorno Karabakh Republic. Artsakh leadership has to consider the security issues to prevent the repetition of the 1923-1992 tragic situation, when the Armenian enclave was surrounded by hostile Azerbaijan, capable to impose a full blockade and fire at any settlement throughout Nagorno Karabakh.

The status of the territories currently under Karabakh’s control is determined by the Article 142, of the NKR Constitution, which says: “Public authority is exercised on the territory under factual jurisdiction of the Nagorno Karabakh Republic.”

Moreover, considering this issue one must take into account that as a result of a full-scale military aggression against the NKR, the Azerbaijani troops occupied and still hold about 470 sq. miles (15%) of the NKR territory. So, this issue should be addressed with mutual approach keeping in mind the security needs.
